If you’re applying for a VLS-TS (Visa de Long Séjour valant Titre de Séjour) to move to France, health insurance is one of those subjects that can quickly become confusing.

France is famous for its healthcare system, so why do you need private health insurance in the first place? Can you simply use travel insurance? Does your policy need to come from France? And why can two policies that seem similar have completely different prices?

These are questions we hear all the time at FAB French Insurance. So, let’s go through some of the most common ones.

France has public healthcare, so why do I need health insurance to move there?

It’s common to hear that healthcare in France is “free”, but that isn’t quite accurate.

The French healthcare system is funded largely through social contributions and taxes, and access depends on your status in France. When you first move to France, you may not yet be affiliated with the French public healthcare system.

That is why appropriate health insurance is such an important part of a long-stay visa application.

In practice, French consulates and préfectures want to see that you have suitable healthcare coverage and will be protected while you are not yet covered by the French system.

Accessing French public healthcare can also take time. During this period, your private health insurance is there to bridge the gap and make sure you are properly covered.

What exactly is the CESEDA?

You may come across the acronym CESEDA when researching your French visa or residency requirements.

It stands for Code de l'entrée et du séjour des étrangers et du droit d'asile.

Put simply, this is the part of French legislation dealing with the entry, residence and asylum rights of foreign nationals in France. It provides much of the legal framework behind French visa and residency requirements.

For applicants, the important point is that insurance isn't simply an optional extra added by an insurer or visa service. Your healthcare coverage forms part of the wider requirements associated with living legally in France.

Can I use travel insurance for a VLS-TS?

This is probably one of the questions we hear most frequently. Travel insurance may look attractive because it is often cheaper than comprehensive private medical insurance. However, the two products are designed for very different situations.

Travel insurance is designed primarily for travellers. A VLS-TS is designed for people who intend to become residents in France.

This distinction matters. Many travel insurance policies only cover emergency medical treatment while you are travelling outside your normal country of residence. Once France becomes your country of residence, this can create a potential gap in coverage.

Travel insurance may also offer a different level of protection from the comprehensive health insurance expected for a long-term stay. For this reason, relying on standard travel insurance for a VLS-TS application can create unnecessary risk.

Can I buy my VLS-TS health insurance in my home country?

Technically, you may find an overseas insurer willing to provide a policy. However, choosing an insurance policy for a French visa is about more than simply finding a certificate that says you are insured. French authorities need to be satisfied that the coverage is appropriate for someone becoming resident in France.

There is also an important practical advantage to working with an insurer or broker operating within the French regulatory framework: French insurance rules provide strong consumer protections and clear routes for resolving disputes.

Why are some VLS-TS insurance policies so much cheaper than others?

If you've already started comparing policies, you may have noticed enormous differences in price. Usually, the answer lies in what is actually covered.

A cheaper policy may be designed primarily as travel insurance rather than resident health insurance. It might only cover emergencies, impose a significant deductible or excess, restrict certain treatments, or stop providing appropriate coverage once you become resident in France.

The headline price therefore doesn't tell you whether two policies are genuinely comparable. When comparing health insurance for your VLS-TS, look beyond the premium and check the level of medical coverage, hospitalisation, routine care, exclusions, deductibles and whether the policy explicitly covers you while resident in France.

Should I use my French address on my insurance policy?

Where possible, yes. If you are taking out health insurance specifically because you are moving to France, using your French address helps make the purpose of the policy clear: you are being insured as someone living in France, rather than simply visiting the country.

This can also help ensure that your insurance documentation is consistent with the rest of your visa application.

Can I pay for my VLS-TS insurance monthly?

Monthly payments may be convenient, but for a visa application they are not always the best option. French authorities want to see evidence that you will be covered for the required period of your stay. If a policy can simply be cancelled after the first monthly payment, it may provide less reassurance that coverage will remain in place. For that reason, paying for the required period upfront can provide clearer evidence of continuous coverage.

So, how do I make sure I choose the right insurance?

The key is not simply to find health insurance, but to find health insurance appropriate for your specific visa, circumstances and intended life in France.
